Job Description

Job Summary:

BDO is seeking a manager level professional to support a Department of Defense (DoD) agency with tasks in the areas of financial management, business process improvement, internal control management, and audit response and remediation relating to environmental and disposal liabilities (E&DL), and other audit readiness initiatives.

Job Duties:

  • Applies advanced accounting and audit principles to concepts, processes, practices, and procedures related to environmental and disposal liabilities (E&DL)
  • Applies advanced knowledge of Financial Audit Manual (FAM) audit sampling techniques and Office of Management and Budget (OMB) Circular A-136 financial reporting requirements
  • Supports the development of standardized processes related to the identification, assessment, and future disposal liability cost estimates of asset-d
  • riven E&DL in accordance with SFFAS 6, Technical Release 2, and Technical Release 11
  • Develops corrective actions and best practices while resolving audit findings related to environmental and disposal liabilities
  • Assists with environmental and disposal liabilities financial reporting data call preparation, dissemination, response consolidation, review and assessment
  • Interprets and appropriately communicates and discusses disseminated environmental and disposal liabilities guidance with client personnel
  • Contributes to the development of deliverables, reporting performance metrics, presentations, and trainings where applicable
  • Supports all aspects of financial statement audit activities for asset-driven E&DL, such as: preparing or reviewing Provided By Client or Sample test responses, attending or briefing audit walkthroughs, reviewing audit findings for accuracy, briefing audit status to client
  • Updates relevant Standard Operating Procedures (SOPs) and associated templates as appropriate
  • Supports updates to workstream-specific project plan and progress on Corrective Action Plans (CAPs)
  • Delivers a full range of services that uses their educational background, experience, and organizational skills while serving BDO's dynamic public sector client base
  • Manages firm practice, solution, and business development initiatives
  • Supports or leads task areas while coordinating closely with engagement team management and client leadership on strategy, planning, execution, status, and review processes
  • Supports clients with key financial and budgetary, information technology, and operational transformation initiatives
  • Adapts to a changing client environment while meeting client expectations
  • Manages priorities and works effectively to initiate correspondence and task completion. Supports multiple efforts through flexible multi-task coordination
  • Provides summary recommendations to team leadership regarding assigned work stream
  • Applies fundamental industry knowledge and standards to support client reviews, improvements, and/or implementations
  • Communicates and maintains relationships with key client personnel to ensure shared understanding of business processes, operations, and functions
  • Prepares presentations, briefings, and actively participates in client meetings and day-to-day interactions
  • Communicates with team management through effective status reporting and demonstrates ownership and accountability for assigned task areas and work products
  • Establishes professional rapport with clients and other organizations
  • Supports and reviews work products for technical accuracy, deliverable quality, and overall value to the client
  • Attends relevant training, seminars, and/or conferences to stay current with technical skills that align with client's needs and changes in the industry as well as maintain compliance with PCAOB and DoD annual training requirements.
  • Supports recruiting efforts by identifying potential candidates and participating in interviews
  • Supports business development meetings and/or proposal development process with guidance from Public Sector Practice leadership
  • Researches industry and market trends and develops relevant presentations and materials in support of potential firm initiatives
  • Cultivates growth of existing and new business
  • Other duties as required

Supervisory Responsibilities:

  • May supervise the day-to-day workload of Public Sector direct reports related to client projects, business development, and other activities, including maintaining team productivity and review of work products
  • Evaluates the performance of any Public Sector direct reports and assist in the development of goals and objectives to enhance professional development
  • Delivers periodic performance feedback and completes the annual performance evaluation for Public Sector staff as appropriate
  • Serves as a mentor / career advisor to Public Sector staff as appropriate

Qualifications, Knowledge, Skills, and Abilities:

Education:

  • Bachelor's degree required, with a focus in Accounting, Finance, Information Technology, Business Management, or Environmental Sciences, preferred

Experience:

  • Six (6) or more years of experience in Accounting, Finance, Information Technology, Logistics, DATA/IT, Audit or Business Management, required
  • Experience with DoD financial statement audits, required
  • Experience with performing data analysis and audit sampling in accordance with the FAM, required
  • Experience with environmental and disposal liabilities, military equipment, general equipment, or real property, required
  • Ten (10) or more years of experience in Accounting, Finance, Information Technology, Logistics, DATA/IT, Audit or Business Management, preferred
  • Experience with internal control testing or analysis, and coordinating with external auditors, preferred
  • Experience with DoD financial management and project management, preferred
  • Professional services experience and/or experience supporting Public Sector clients, preferred
  • Experience operating in a Federal audit readiness, remediation, and/or response landscape, preferred
  • Progressive experience in managing or leading firm initiatives, teams, and/or public sector client project activities, preferred

License(s)/Certification(s):

  • Active Secret security clearance, required
  • Professional certification such as CPA, CISA, CIA, CGFM, CDFM, or PMP, preferred

Software:

  • Proficient in the use of Microsoft Office Suites (Excel, PowerPoint, and Word), required
  • Advanced proficiency in the use of Microsoft Office Suites (Excel, PowerPoint, and Word), preferred
  • Working knowledge of DoD accountable property systems of record (APSR), preferred

Language(s):

  • N/A

Other Knowledge, Skills, & Abilities:

  • Ability to support possible project-related travel
  • Knowledge of Army financial management policies, systems, and procedures
  • Knowledge of Financial Improvement and Audit Sustainment, the United States Standard General Ledger (USSGL), GAAP, FASAB, CFO Act, FMFIA, FFMIA, ICOFR, GAGAS (Yellow Book), GAO Green Book, DoD FMR, OMB Circulars, and COSO Framework
  • Strong research, analytical, and problem-solving skills
  • Ability to interact effectively with people at all organizational levels within the client organization and in the firm
  • Excellent verbal and written communication skills
  • Ability to work independently and collaborate within a team environment and with a customer service focus
  • Able to own work product development and demonstrate initiative and accountability for assigned task areas, effectively coordinating with team members and across various organizations
  • Superior organizational skills required with ability to multi-task in a fast-paced, deadline-driven environment

Individual salaries that are offered to a candidate are determined after consideration of numerous factors including but not limited to the candidate's qualifications, experience, skills, and geography.

California Range: $117,500 - $140,000
Colorado Range: $117,500 - $140,000
NYC/ Long Island/Westchester Range: $117,500 - $140,000
Washington Range: $117,500 - $140,000
