SUMMARY OF DUTIES:

This position has the responsibility of oversite and regulatory performance management of Amtrak's Department of Transportation (DOT) Commercial Motor Vehicle (CMV) and driver regulatory compliance for the entire regulated fleet. The role will be responsible for managing Amtrak's compliance with Federal, State, and local regulations involving CMV/CDL drivers and vehicle regulations. Working with departmental leadership and as required, this role will communicate actionable compliance deficiencies and provide corrective action oversite/support of regulatory compliance initiatives- as well as overall compliance contributing to operational continuity.

ESSENTIAL FUNCTIONS:

  • Acts as the company coordinator for CMV training, hiring, medical and drug and alcohol testing, hazardous material transporting, vehicle maintenance and inspection, driver license review, and all other carrier, driver, and supervisor responsibilities.
  • Oversee small team of employees to deliver overall vehicle compliance to Amtrak's regulated fleet.
  • Provide actionable data for leadership to make data-driven decisions around vehicle and driver compliance.
  • Acts as coordinator for field audits to inspect and report findings on driver and vehicle compliance.
  • Oversee monthly reports on vehicle and driver compliance, pre/post-trip inspections and the list of active qualified drivers and regulated vehicles.
  • Ability to act as Amtrak's subject matter expert on issues involving commercial driver / vehicle issues and keep impacted departments apprised of regulatory changes as warranted.
  • Collaboration with the training group on course content to meet FMCSA guidelines.
  • Develop/revise corporate vehicle and driver compliance Policies and Procedures within all regulated departmental groups, to include: Police, Automotive, HR Administrative, HR Training, HR Medical Drug & Alcohol and EHS.
  • Audit vehicle and Driver Qualification files- validate data and monitor compliance with regulations.
  • Conduct investigations of compliance deficiencies or failures in data systems; identify any processes that are suboptimal and recommended / implement corrective actions with operational leadership.
  • Manage record keeping and record retention for all DOT required (audit eligible) documents.
  • Analyze data retrieved from software applications and give recommendations to the operations to improve safety and regulatory adherence procedures.

MINIMUM QUALIFICATIONS:

  • BS in Business Administration, Logistics, or related field. or equivalent combination of training, education and relevantexperience may be considered in lieu of a degree.
  • Proven ability to build relationships and influence diverse management teams, within the entire organization.
  • Must interact professionally with all associates, ensuring the accuracy and integrity of the company's safety programs.
  • Must be a self-starter and continuously strive for improvement.
  • Ability to lead multiple projects simultaneously with a hands-on approach in a fast-paced environment.
  • Must be proficient in Microsoft Office (Word, Excel, and PowerPoint)
  • Possess excellent communication and organizational skills.
  • Technical writing experience for policies and procedures
  • Extensive knowledge and ability to interpret relevant governmental regulations.
  • DOT regulations expertise
  • FMCSA experience and expertise
  • Ability to interpret regulations, create system based solutions
  • Experience in using various analytical tools such as Tableau, MS SharePoint, MS Access, MS Excel, and others

PREFERRED QUALIFICATIONS:

  • 6+ years' experience in vehicle regulatory compliance related role
  • Microsoft Applications certification
  • Expertise in using various analytical tools such as Tableau, MS SharePoint, MS Access, MS Excel, and others
  • Design and create data reports
  • Transportation industry experience
  • DOT Industry certifications/ training

The salary/hourly range is $84,900 - $110,052 for the Lead Automotive Compliance Specialist position. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
