Overview

Nakupuna Solutions is seeking a Common Access Card Issuing Official (CACIO) to operate the RAPIDS facility at one of its government client sites. The CACIO will primarily operate a RAPIDS facility, issuing CACs, servicing PIN reset requests, granting accesses, and genrally providing security support to employees at the government facility.

Responsibilities

    Serves as the primary Issuing Official (IO), Super Verifying Official (SVO), Verifying Official (VO), and Local Registration Authority (LRA) in the DEERS/RAPIDS/ID Card section of the Office of Naval Research Security Directorate.
  • Serves as the primary source on the rules, regulations, and directives regarding ID Cards/DEERS/RAPIDS procedures. More specifically, the contractor is responsible for the following functions: daily work completion and ensuring their completing the requirements in accordance with regulations and guidelines.
  • Uses the rapids workstation to issue CAC and request and downloads certificates prior to issuing the CAC.
  • Ensures the customer reads and signs the DD Form 2841, DOD (PKI) Registration Official Certificate of Acceptance and Acknowledgement of Responsibilities.
  • Provides the CAC recipients with the information on the electronic DD Form 2841and obtains their acknowledgement and signature by electronic means.
  • Generates the Common Access Card (CAC) for eligible military, civilian, retired civilians, contractors.
  • Generates the Teslin machine readable Uniform Services Identification Card for the remaining population which includes Guard/Reserve, retired military, and dependents of military and/or foreign nationals.
  • Creates the DD Form 1172 for military dependents of geographically separated from their sponsor and official documentation is presented.
  • Issues cards to personnel classified as unmarried former spouses after verifying that they are eligible for privileges under the Former Spouses Protection Act.
  • Adds and removes dependents based on eligibility and after presentation of proper documentation.
  • Serves as a Local Registration Authority (LRA). Verifies identity and eligibility of card recipients as required by AFI 36-3026(I).
  • Primary point of contact for ensuring that the computer, printers, laminators and cameras and fingerprint identification equipment is functional and makes minor repairs that are authorized.
  • Primary point of contact for the Defense Manpower Data Center (DMDC) to resolve all issues with equipment and cases that involve DMDC input/correction to the DEERS database.
  • Responsible for the training of new employees that will work in the section that may serve as alternates.
Qualifications

Education and Experience:

Possess either a (1) Associate's Degree from an accredited institution and a minimum of 1 year of relevant experience as a security specialist or (2) a High School Diploma or GED Equivalent and a minimum of 3 years of relevant experience as a security specialist.

Skills/Qualifications:

Possess a working knowledge of Microsoft Word and Excel.

Possess a working knowledge of (1) Joint Personnel Adjudication System (JPAS) or (2) other automated database system.

Possess a working knowledge of Defense Enrollment Eligibility Reporting System (DEERS) and Real-time Automated Personnel Identification System (RAPIDS).

Clearance Requirements:

Possess a SECRET Clearance at time of Contract Award. Must be a U.S. citizen.

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements.

  • Ability to lift up to 25 pounds
  • Ability to use stairs without assistance
  • Ability to perform repetitive motions with the hands, wrists, and fingers
  • Ability to engage in and follow audible communications in emergency situations
  • Ability to sit for prolonged periods at a desk and working on a computer
  • Ability to stand, sit, walk, lift, carry, reach, kneel, crouch, bend and climb a step stool/ladder
