Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking a motivated, highly qualified, and public service-oriented Capital and Active Transportation Projects Manager to join the Active Transportation, Capital Projects, and Traffic Engineering Division (ACTD). This position is responsible for all aspects of project management and coordination of complex multimodal transportation projects. Working with neighborhoods and board offices throughout the County, such as Reston, Tysons and along Richmond Highway, this position will continue developing the multimodal transportation network that is critical to the vitality of Fairfax County. In a dynamic and quickly evolving environment, this position will provide a challenging and rewarding experience for an individual invested in achieving the County's ambitious multimodal transportation goals. Responsibilities include:
  • Preparation and review of capital project feasibility studies, project scopes, cost estimates and schematic functional layouts to advance transportation improvement projects to the first 30% of completion. This includes intersection, roadway, and multimodal projects such as pedestrian, bicycle, transit, and parking facilities.
  • Management and review of consultant transportation studies and designs, which provide essential information for project decision-makers.
  • Coordination of project-specific plans and studies as well as special transportation program activities within the DOT and other County departments, state, and federal agencies, consultants, elected officials, and citizens with the ability to resolve project issues.
  • Preparation, oversight, and monitoring of program and project schedules, and managing consultant contracts from scoping to completion.
  • Preparation and presentation of technical reports, correspondence, board items, status reports, meeting summaries, and other written materials as needed to describe the results of technical evaluations, analyses, and reviews performed.
  • Project management requiring a high degree of competence in both technical and administrative aspects.
  • Performing traffic safety analyses, reviewing, and analyzing accident data.
  • Conducting site visits, including field and local community meetings to discuss and further projects in alignment with applicable standards.
  • Off-site meetings and site visits may require the operation of a personal and/or county vehicle.
  • Supporting other agency divisions as needed to advance the mission of FCDOT.

    The position may be underfilled as a Transportation Planner II (Grade S25); the underfill requirements are stated below in the Employment Standards section.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

UNDERFILL REQUIREMENTS:
This position may be underfilled as a Transportation Planner II (Grade S25; $69,324.74 - $115,540.88).

The employment standards for the Transportation Planner II are:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

Underfill candidates must be able to meet the minimum qualifications of the Transportation Planner III within two years of the job announcement's closing date by 5/03/2026.

Applicants hired at the Transportation Planner II level will be non-competitively promoted to the Transportation Planner III level upon successful completion of an underfill agreement.

CERTIFICATES AND LICENSES REQUIRED:
A valid motor vehicle driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee is required to complete a credit check and a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Education and experience in two or more of the following areas: transportation planning for roadway and multimodal projects, traffic engineering, and/or transportation design.
  • Strong project management skills, ability to organize and coordinate multiple projects and assignments and establish priorities.
  • Experience with local and state governments, boards, commissions, authorities and transportation agencies.
  • Ability to establish and maintain effective working relationships with government officials and the general public.
  • Ability to analyze transportation and policy issues at the state or federal level.
  • Ability to identify work-flow issues and develop solutions.
  • Strong analytical, verbal and writing skills.
  • Professional Engineer (PE) license a plus.

PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer. Ability to lift up to 25 pounds. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to operate a motor vehicle. All duties performed with or without reasonable accommodations.
