The Joint, Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Industry and Security Analysis Group (ISAG) provides analytical, technical, and program support to promote, grow, and protect the U.S. industrial base. ISAG's support spans the Department of Defense (DOD), Department of Commerce, and other agencies to deliver critical decision support to national security leaders. Our team informs policy decisions, enables execution of comprehensive strategies and monitors and reports on the effectiveness of implementation. This enables senior leaders to execute strategies for developing and sustaining a robust industrial base that meets our nation's strategic resource objectives. From policy to practice, we are a team of economic and national security professionals providing innovative solutions for our Nation's most pressing security challenges.

We have an immediate need for a Mergers and Acquisitions Case Manager to support the Assistant Secretary of Defense (ASD) for Industrial Base Policy on The Committee on Foreign Investment in the United States (CFIUS). CFIUS is an interagency committee authorized to review certain transactions involving foreign investment in the United States and certain real estate transactions by foreign persons, in order to determine the effect of such transactions on the national security of the United States. This position is onsite at the Mark Center in Alexandria, VA.

Responsibilities

The candidate will conduct due diligence on proposed business transactions using a variety of tools to understand financial and business trends, patterns, and risk to national security. Produce risk-based assessments for certain mergers and acquisitions and develop recommendations to mitigate risk. Respond to Congressional inquiries regarding DoD analysis of Mergers and Acquisitions transactions and DoD's review process. Produce case summaries, talking points, and action memorandum for senior DoD leaders, up to the Deputy Secretary of Defense, on a daily basis. Coordinate with DoD Stakeholder to assess antitrust implications or impact to national security related to Hart-Scott-Rodino Antitrust Improvements Act cases, as well as non- Hart-Scott-Rodino cases.
Monitor approved antitrust consent orders for compliance.

Qualifications

Required:

    3+ years of total work experience with 1+ years of national security experience
  • Bachelor's Degree with a desired focus area on economics, business, and/or the defense industrial base.
  • Ability to communicate clearly and concisely to senior DoD leaders
  • Active TS/SCI clearance

Desired:

  • Master's degree
  • 2+ years in finance, business, or law related to mergers and acquisitions
  • Understanding of antitrust laws and the effects or benefits on the defense industrial base, market competition, and/or emerging markets
