Job Description

Jefferson Solutions, a well-respected government consulting company of the Jefferson Consulting Group, woman-owned small business, is looking for Mid-Level Contract Specialist to provide services for our client at the Government Publishing Office (GPO), Acquisition Services (AS). In this position, you will provide the full range of acquisition services in support of GPO AS, along with needed data analytics. This position will be fully remote.

Responsibilities:

This position requires a combination of procurement knowledge and experience working in the data analytics field or currently/previously working with data.

The key objectives for data analytics are customer experience, operational efficiency, and predictive modeling. The Security & Intelligent Documents (SID) business unit has many contractors that support their operations. Collecting and analyzing data on annual procurement actions, current contractor's performance, and deliverables, targeting marketing campaigns will support proposed recommendations, outcomes, and pricing strategies. Data analytics will assist in identifying inefficiencies and will streamline acquisition's operations with the cost reductions and improved timeframes. There is plenty of historical data that needs to be analyzed and forecasted to improve acquisition practices and inventory management. GPO has the CLM processing database where the contractual data is created, stored, and updated, and it has a separate material supplies component.

Other responsibilities include, with some supervision and guidance:

  • Provide direct acquisition and procurement support on all GPO AS procurements and acquisitions mainly in support of the Security & Intelligent Documents (SID) business unit from inception through award providing high quality critical thinking and analysis, and technical writing support in drafting of the following:
    1. Acquisition Strategy
    2. Acquisition Plans
    3. Market Research Analysis
    4. Determination & Findings
    5. Justification for Approvals
    6. Independent Government Cost Estimates
    7. Requirements documents (Statement of Work, Performance Work Statement, Statement of Objectives, and Statement of Requirements)
    8. Development of limited source justifications (e.g., JOFOC, SSJ, etc.),
    9. Quality Assurance Surveillance Plans
    10. Recommended Evaluation Criteria and Source Selection Plans
  • Receive and act upon Purchase Requests (PRs)/Requisitions in the GPO's Oracle Contract Lifecycle Management (CLM) system
  • Facilitate and participate in Acquisition Integrated Project Teams
  • Draft award decision memoranda, memos to file and other documentation for review by contracting officers
  • Provide advisory assistance during source selections, to include providing advisory assistance to the Technical Evaluation Team (TET), assist in the response to vendor questions related to the solicitation package, participate as an advisor and non-voting member on the TET, and assist with reviewing/preparing the TET report
  • Facilitate contracting officer review of postings, solicitations, awards, and files Research SAM.gov.
  • Post solicitations, such as RFIs and RFQs to eBuy and notices, solicitations, justifications, intent to award on SAM.gov.
  • Update and maintain accurate and complete electronic Contract Files in accordance with the FAR
  • Ensure contract files are documented in the GPO AS CLM system.
  • Develop and maintain pre-award reports and trackers
  • Draft procurement summaries, bid abstracts, solicitations, synopses, contract awards
  • Distribute awards directly to CORs and vendors and uploading these to GPO AS CLM and as required by the contracting officer
  • Assist CO/CORs with timely contract close-out support

Required Knowledge, Skills, and Abilities:

  • BA or BS degree in a business-related field, management or data analytics fields,
  • Eight (8) years direct procurement and/or management experience in federal government and/or private sector.
  • Practical experience working with GSA Schedules, GWACS, and MA IDIQs, Federal Acquisition Regulation (FAR) and other USG policies.
  • Demonstrated experience in managing multiple contract types for supplies and services (e.g. FFP/LOE, T&M, FFP). Demonstrated strong interpersonal and communication skills, and working effectively in a team environment:
  • Demonstrated ability to work effectively and collaboratively with teams in a demanding work environment. Proven ability to establish positive and productive working relationships at all levels, both internal and external
  • Proven ability to set a positive example for productive teamwork and be proactive in mitigating any misunderstandings, expand working relationships and ability to effectively influence relationships for a positive productive outcome.
  • Proven ability to process procurement actions fast, SID's workload is intense. Strong attention to detail to ensure own work, and work of others is of a consistent high quality in a fast-paced, demanding environment.
  • Practical advanced proficiency of Microsoft Office, including Word, Excel, Visio, Project, Adobe PDF and PowerPoint. Must be proficient in Microsoft Excel and Power BI desired
  • Ability to obtain a secret security clearance (if requested).

Preferred Knowledge, Skills, and Abilities:

  • Master's degree in business related field, management or data analytics fields,
  • Five (5) years direct procurement experience and data analytics experience, in combination of the federal government procurement and/or private sector procurements.
  • Practical experience and knowledge of Data analytics and AI's recent trends
