We are seeking to hire a Data Governance and Data Literacy Associate to provide high-quality support to federal and state education agencies and other organizations to build capacity to understand and use data to make program and policy decisions. In this hands-on position, you will support federal staff to develop and implement data governance policies and processes, develop and support the implementation of workforce-development activities, and champion the value of data governance across the enterprise. You will identify solutions to challenges our clients have, whether they articulate them or not. You will use your expertise to support change management, implementation of strong governance and data literacy practices, and support strategic communication to shift and sustain changes in data culture and practice.   

As a Data Governance and Data Literacy Associate, you will work to build meaningful, collaborative relationships with clients and team members in support of project goals. The day-to-day work looks different based on project needs, but here are some sample activities in which you may engage:
  • Collaborate with the project director and team to conceptualize and develop appropriate work products and activities based on available resources and prioritization of client needs.
  • Build and cultivate relationships with internal teams and clients.
  • Facilitate or support ongoing meetings with federal agencies focused on project goals.
  • Develop products that support agency goals on topics such as, but not limited to, data governance, data literacy, workforce planning, data culture, and communication.
  • Leverage existing data governance practices and resources to craft policies, processes, and/or strategy documents.
  • Conceptualize, design, and deliver training or coaching that supports operationalizing products, policies, processes, or strategies developed as a part of the project work.
  • Support the objectives of key division staff including federal program officers, project manager, project lead, and other team members.
  • Lead project tasks. Develop and oversee execution of scoping documents and project plans and coordinate and track progress of work, objectives, deliverables, and timelines.
  • Contribute to quality assurance processes and quality control management efforts.

About the Role
The Data Governance and Data Literacy Associate will be a hands-on execution role joining our team supporting mission-critical work for multiple federal agency clients. Your skills toolkit should include a deep understanding of data governance, data literacy and maturity education and assessment, adult learning theory, and workforce planning which you have developed as a result of implementation of these practices in former roles. You bring proficient skills developing high quality deliverables and work products with Office 365 tools. You will lead tasks in this client-facing role including leading governance meetings, developing training plans, developing data literacy pathways, developing and implementing culture and communication plans, and assessing data maturity, current state, and needs.
Job Duties
  • Lead assessment of the current state of data literacy competencies, define future state needs, identify gaps, and make strategic recommendations for data literacy outcomes.
  • Design and develop data governance deliverables including analysis of existing governance documentation and operations processes and policies.
  • Design and lead stakeholder data governance meetings (e.g., data workshops, data literacy working groups, data community of practice, etc.) including developing meeting agendas, capturing notes and action items, and developing recommendations for next steps.
  • Design and deliver products and training to support data literacy program for all agency staff.
  • Support assessment of data maturity and identification and design of needed supplemental supports to encourage maturation.
  • Engage with business and technical stakeholders to better understand needs and design data learning pathways to support professional development for data practitioners.
  • Support the documentation of processes in accordance with defined enterprise standards, procedures, and controls.
  • Advise the PM and senior stakeholders on strategic communication to support learning pathways and data culture change.
  • Provide clear, concise writing on technical topics for non-technical audiences using plain language standards.
  • Champion data governance best practices.
  • Communicate effectively with a broad range of constituents.
  • Use established and agreed upon practices for knowledge management and information sharing.
  • Provide information about accomplishments and next steps in support of project reporting and management requirements.
Knowledge, Skills, and Abilities
  • Strong subject matter expertise and past experience with: data governance, data literacy, data maturity, and data workforce planning
  • Strong communication and analytical skills
  • Exceptional skills in Word, PowerPoint, and Excel (required use of Office 365 and MS Teams)
  • Excellent organization and ability to meet deadlines while working on several projects simultaneously
  • Effective interpersonal skills, including the ability to build positive relationships
  • Excellent communication skills (oral and written)
  • Strong ability to work well independently and in a team environment
  • Skills in qualitative and quantitative analysis
Required Qualifications
  • Minimum Education: Master’s degree from an accredited institution with 7 years of role-specific experience supporting enterprise data management, data literacy, data governance, data analytics, or similar data technology projects. Candidates with degrees in computer science, engineering, data science, or a related discipline is preferred. Candidates with relevant experience who hold other degrees will be considered.
  • Ability to work for any employer in the US without sponsorship
  • Active or ability to obtain a 5(c) public trust clearance; US Citizenship required

  • Prior consulting/client-facing experience supporting federal government agency projects
  • Working knowledge of the Evidence Act, Federal Data Strategy and Federal Information Business Framework for Grants Management, or similar federal legislation and programs
Location
  • This position may be considered for Remote work.  AEM has office locations in Herndon, VA and Camarillo, CA and currently has employees working across 26 states. Project requires ability to periodically travel to client site in Washington, DC to support key meetings.
