About the Project

Through the Private Sector Engagement Modernization Contract (PSEMC), Dexis supports the U.S. Agency for International Development's (USAID's) Private Sector Engagement (PSE) Hub to expand and deepen collaboration with the private sector to achieve greater development outcomes. The PSE Hub's mission is to create the institutional conditions, operating infrastructure, and capacity necessary to expand engagement with the private sector in the United States and partner countries. The PSE Hub works to transform and modernize how USAID does development by institutionalizing USAID's PSE policy and delivering capacity- and systems-building support for PSE across all sectors, operating units, and countries where USAID operates. PSEMC provides technical assistance and capacity building to USAID Missions, Bureaus, and Independent Offices in support of PSE.

About the Position

The Supply Chain Integrity and Freedom (SCIF) program, a pilot initiative in the Inclusive Growth, Partnerships, and Innovation's (IPI) Front Office, connects private businesses with U.S. and Allied government agencies to advance American and allied prosperity and security in critical supply chains, and advance economic growth in partner countries.

As the Supply Chain Integrity and Freedom (SCIF) pilot enters its second full year, SCIF requires expert advice in USG, private sector, and USAID operations, public policy, and strategic human capital management, to help SCIF navigate complex challenges, make informed decisions, achieve its strategic goals, and map its next steps.

Successful SCIF team members work collaboratively, seek opportunities, demonstrate persistence, are risk-takers, set goals and see them through, systematically plan, and work with minimal direction and oversight.

This is a remote-eligible position requiring occasional travel (about 5%) to Washington, DC.

Responsibilities

Strategic Advice and Planning

  • Provides strategic guidance, approaches and tactics to SCIF Executive Advisors and Director in moving the SCIF model forward.
  • Provides strategies, plans, and approaches in managing SCIF's resources.
  • Advises SCIF Executives and Senior leaders on and assists in the formulation of external and internal policies and procedures that align with SCIF goals and objectives.

Research and Analysis

  • Identifies solutions to critical operational and internal/external challenges that may involve considerable risk and/or based on new and experimental approaches and methodologies.
  • Conducts or oversees research and analysis to support business development and leadership decision-making. This includes market analysis, and/or policy research, and/or private sector trends.

Operations

  • Provides expert advice and assistance related to strategic human capital, public policy, or operational projects and/or initiatives ensuring that they are executed efficiently. This involves coordinating resources, managing budgets, and tracking progress.
  • Advises on and supports the implementation of organizational changes, including technology adoption, process reengineering, or cultural shifts.

Relationships

  • Builds and maintains relationships with key stakeholders, including clients, partners, government agencies, and industry groups to further SCIF business development goals and objectives.

Performs other related duties as assigned

Qualifications
  • Master's degree in a relevant field and 16 years of experience applying expertise through extensive knowledge and experience, OR Bachelor's degree and 18 years of relevant experience.
  • Demonstrated experience providing strategic guidance to senior-level leaders
  • Expert-level knowledge of human resources, strategic human capital, and operational procedures to ensure efficiency of programming.
  • Experience developing and implementing risk mitigation strategies.
  • Experience with resource and budget planning and management.
  • Deep familiarity with SCIF goals and objectives.
  • Ability to attain and maintain a Secret-level clearance.

Preferred

  • Current holder of an active Secret-level security clearance
