Bluehawk is seeking an experienced Program Manager to steer initiatives at the Defense Counterintelligence and Security Agency's (DCSA) Insider Threat Management and Analysis Center (DITMAC), specializing in Secured Internet Protocol Router Network (SIPR) User Activity Monitoring (UAM) Analyst services in Arlington, VA. This critical role entails delivering top-tier insider threat analysis for SIPR UAM projects, serving not just DCSA but also various Department of Defense (DoD) agencies. The position requires managing project operations to align with production schedules, maximizing resource efficiency, and fostering excellent customer relations. The successful candidate will be tasked with controlling project budgets, timelines, and performance metrics, identifying and mitigating risks, and resolving project-related challenges effectively.

Responsibilities
    Provides strong, hands-on leadership, overseeing the daily activities of employees at all site locations to ensure cohesive team operations.
  • Ensures the strategic allocation of resources to achieve customer performance objectives effectively.
  • Serves as the key point of contact for all contractor matters, leading the management of the UAM analysis task order with a focus on excellence.
  • Guarantees smooth project operations by adhering to production schedules, maximizing resource efficiency, and fostering enduring customer relationships.
  • Oversees budget, schedule, and performance, proactively identifying and mitigating risks to maintain project integrity across various domains.
  • Swiftly and competently addresses and resolves project production issues, ensuring seamless progress.
  • This position may require travel as an essential function of the role, with specifics to be outlined during the hiring process.
Qualifications

Required Experience:

  • Minimum Requirement: 12 years of relevant experience in Project/Program Management, including recent experience within the Intelligence Community (IC) in the last 2 years.

Clearance Requirement:

  • Active TS/SCI clearance with CI Polygraph, and/or candidate must be willing to undergo the process to obtain a cleared CI Polygraph.

Desired Education:

  • Master's degree in an area as it relates to the advertised position from a college or university accredited by an agency recognized by the U.S. Department of Education; or have Bachelor's degree as it relates to the advertised position from a college or university accredited by an agency recognized by the U.S. Department of Education and an additional 5 years of related senior Project/Program Management experience, for a total of 17 years, as a substitute to the Master's degree.
