The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.

SPA has an immediate need for a Program Financial Manager to provide onsite support at the Mark Center in Alexandria, VA.

Responsibilities

The DoD Test Resource Management Center (TRMC) plays a unique and critical role in supporting the warfighter, including ensuring that DoD components have the appropriate test and evaluation (T&E) infrastructure required to research, develop, field, and maintain military systems. The TRMC has established a project management team and has funded several major projects to modernize hypersonic test infrastructure. In support of this effort, the candidate will develop specific project funding profiles and spend plans, and coordinate the development of IGCEs for the projects by collecting inputs from the project management team. Will originate and submit project funding action requests, review and track resulting financial documents, and generate project financial summaries. Research existing TRMC financial processes and work with financial analysts in other groups to develop efficient procedures monitoring projects. Review detailed project schedules (likely in Microsoft Project format) to ensure financial analysis is aligned with program schedule milestones. Lead or aid the analysis of detailed project schedules. Receive action items and track to ensure on-time completion. Support the project lead with financial and schedule information for official correspondence for senior DoD and Congressional leaders, including memos and presentations. Work with contract performers to collect financial information and prepare regular reports. Ensure that all products are of excellent quality and strive to improve based on feedback from project lead, government customer, and Financial Analysts at TRMC.

Qualifications

Required Qualifications:

    5+ years of experience of financial analysis relevant to Department of Defense financial management
  • Bachelor's Degree in a relevant field
  • Active DoD Secret clearance
  • Comprehensive knowledge of Microsoft Office software including Outlook, Word, PowerPoint, Excel, OneNote, SharePoint, and Teams
  • Ability to use Microsoft Project, or willing to complete on-the-job training to gain proficiency
  • Able to build excellent professional relationships with internal and external stakeholders
  • Creative problem solver with outstanding communication skills; organized, detail-orientated, and able to multi-task

Desired Qualifications:

  • Experience with construction or infrastructure projects and overseeing contracts in a DoD program office
  • Familiarity with Federal budget and appropriations processes
  • Experience working with RDT&E funds
  • Familiarity with OSD, T&E, and Acquisition communities
  • Experience developing and revising procedures
