We are seeking an experienced Cost and Pricing Manager with a background in developing cost proposals for US government agencies, particularly USAID. This individual will play a pivotal role in optimizing our cost proposal development process, ensuring alignment with our overall proposal development process. Beyond leading cost proposals, the Cost and Pricing Manager will extend their expertise to support operations, finance, and program management initiatives, providing strategic insight into the impacts of pricing decisions on company operations and financial health. Success in this position hinges on the ability to diligently manage processes, navigate complex financial analyses, and work collaboratively with internal and external stakeholders.

RESPONSIBILITIES

  • Lead the development and preparation of cost proposals, particularly for USAID-funded programs, in response to requests for proposals (RFPs), ensuring accuracy, completeness, and compliance with client requirements and regulations.
  • Contribute to the smooth transition from proposals to newly awarded projects, ensuring that implementing teams understand and build in the underlying cost assumptions into program implementation.
  • Serve as an expert advisor to finance, operations, business development, and proposal/project teams, providing guidance on requests for proposals, contract pricing requirements, contract negotiations, subcontractor pricing negotiations, and partnering strategies.
  • Evaluate contract terms and conditions related to pricing and cost proposal requirements, identifying risks and opportunities to mitigate financial exposure and maximize revenue.
  • Create and maintain a knowledge management system for capturing and sharing best practices, industry trends, frequent policy deviations, and market trends specific to EI's market.
  • Develops and delivers trainings to staff related to cost proposal preparation.
  • Drive continuous improvement initiatives to enhance the efficiency, effectiveness, and quality of cost proposal development processes, guidance documents and templates, and pricing methodologies.
  • Prepare and present financial analyses, cost models, and pricing recommendations to senior management and key stakeholders to support decision-making and proposal strategy development.
  • Maintain accurate and up-to-date records of cost proposal documentation, pricing data, and contract information, ensuring compliance with internal policies and regulatory requirements.

OBJECTIVES AND GOALS

The Cost and Pricing Manager will be responsible for a set of key objectives that are planned for the first 3, 6, and 12 months.

First 3 Months

  • Gain a comprehensive understanding of the organization's cost proposal development systems, tools, and practices, identifying areas for enhancement and streamlining.
  • Develop a working understanding of the organization's current portfolio of work, including project scope, client requirements, and pricing strategies, aligning with the organizational purpose, values, and culture.
  • Conduct thorough research to understand the organization's current and target clients, market trends, and growth targets, contributing insights to strategic planning and target-setting for the upcoming planning year.

First 6 Months

  • Collaborate with the Business Development and Marketing team to lead elements of capture on 2-3 new business opportunities, gaining hands-on experience in proposal development and client engagement processes.
  • Lead development, in collaboration and oversight from EI staff currently responsible for cost proposals, of at least 1 cost proposal for a USAID-funded program.
  • Articulate, develop a plan, and begin implementing a plan to improve upon EI's cost proposal process, tools, templates, and training.

First 12 Months

  • Lead the implementation and adoption of internal cost proposal process improvements and tools, fostering confidence among staff and external partners in the organization's business development capabilities and enhancing overall efficiency and effectiveness.
  • Facilitate meetings with internal staff to provide coaching and guidance on cost proposal expectations, tools, and resources, enhancing team capabilities and alignment with organizational goals.

BASE STATION AND COVID-19 POLICY

The position will be based in Washington, DC. Environmental Incentives implements a hybrid work model in which employees will be required to work in the office approximately two days per week. Excellent remote candidates will be considered, however, a DC-based employee is strongly preferred. Proof of full vaccination against Covid-19 or legally authorized exemption is required for all Environmental Incentives employees working in the United States, regardless of office location or remote work. Selected candidates will be required to provide proof of full vaccination before beginning employment with Environmental Incentives. Full vaccination is defined as 2 weeks after the final dose of the requisite vaccination.

QUALIFICATIONS

Minimum Qualifications

  • Bachelor's degree and 7+ years of experience; Master's degree and 5 years of experience or equivalent combination of education and experience.
  • Successful experience leading large-scale cost proposal efforts for USG (with a strong preference for USAID experience), foundations, non-profits, and/or other state and municipal government agencies.
  • Strong proficiency in financial modeling, cost estimation techniques, and pricing methodologies.

Preferred Qualifications

  • Demonstrated experience working on proposals for a wide variety of contract types, including time and materials, cost-reimbursable, and fixed price.
  • Demonstrated experience working with various procurement mechanisms, particularly GSA schedules and OASIS.
  • Demonstrated understanding of FAR, AIDAR, and other applicable US Government contracting regulations.
  • Demonstrated success building a trusted advisory relationship and managing negotiations during cost proposals with partner teams.
  • Demonstrated success developing teams and winning contracts in the areas of international development, aid effectiveness, capacity development, systems strengthening, and/or environment.

Knowledge, Skills, and Abilities

  • Excellent analytical skills with the ability to interpret complex financial data and identify key insights and trends.
  • Advanced proficiency in Microsoft Excel and financial software applications.
  • Exceptional attention to detail, organizational skills, and the ability to manage multiple priorities and deadlines in a fast-paced environment.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams and present complex financial information to senior executives and external stakeholders.
  • Excellent written and verbal communication skills.
  • Problem-solving orientation and ability to manage dynamic workflows and priorities under tight deadlines.
