Human Capital Analyst
Arlington, VA/Hybrid


MUST:
Active DoD Secret clearance and eligible for Top Secret clearance with SCI eligibility
Experienced Human Capital Analyst
8+ years of related professional experience
4+ years of DoD HR experience
Strong grasp of DoD Workforce governance principles, policy and procedures, and development and implementation processes
Ability to write clearly and succinctly and translate policy and process into governance artifacts
Knowledge of artificial intelligence, machine learning, and data science concepts, methodology and technique
Strong Data analytic analysis skills
Proficient in Microsoft Office Suite especially Word, PowerPoint, and Outlook
Excellent communication skills both written and verbal
Highly organized with strong attention to detail
Ability to work well with a group of people and collaborate efforts to meet common objectives
Bachelors Degree in related field

DUTIES:
Be a part of the a team standing up a new talent management digital process for the DoD
Maintain cognizance of relevant data, analytics, and AI education and workforce trends and best practices across the Department, federal government, and industry
Propose updates and revisions to the various charters and governance documents, based on Working Group operations and requirements
Assist in the identification of governance process stakeholder engagements and requirements, and to facilitate and contribute to those engagements, where possible
Manage and oversee Focus Element Groups made up of stakeholders and senior leadership ensure proper representation and oversee topics for discussion
Manage and orchestrate the provision of the Focus Elements outputs to the Working Group Vetting and Integration Group, and to the Working Group overall, and to record and staff the outcomes appropriately
Demonstrated research, data analysis, critical thinking, and oral and written communication abilities including experience designing and performing quantitative and qualitative data analyses, composing well-written, data-driven reports, and preparing briefings in concise form to senior-level audiences
Build strong relationships with leadership team both internal and external to the Department and the DoD
