Overview

The Video Producer is responsible for executing video assignments for the Bureau of Consular Affairs in various formats for differing audiences. With wide latitude for originality and creativity, is responsible for content creation to produce short and long videos, photos, and animated gifs for social media, websites, advertisements, events, and presentations. Creates visually appealing education and informational products and training materials on consular topics, to include passports, visas, and safety and security information for U.S. citizens traveling and living abroad.

Works with public affairs team to develop overarching communications campaigns and executes graphic elements using a cohesive design to support these campaigns.

Ensures videos are appropriately captured for 508 compliance and formatted for intended audiences. Also ensures content complies with federal accessibility requirements and Department branding standards. Engages with officials and supervisors to gather necessary requirements and understand business needs and audience before creating products. Utilizes rough mockups to solicit feedback before completing products.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

    Create digital-first content and integrated strategies, styles and techniques to optimize social media engagement and augment internal communications and messaging to public stakeholders.
  • Produce and direct short and long-form video programming using mixed media - e.g. video, audio, photography, and animation and contribute to social media marketing and distribution.
  • Perform non-linear video editing using professional computer editing systems. Required familiarity with transcoding codecs.
  • Audio/podcast editing/production experience.
  • Experience creating animation and motion graphics.
  • Shoot video using professional cameras and kits, interchangeable lenses, and tools such as lights, sliders and gimbals to achieve an array of diverse production styles and techniques in challenging environments.
  • Prepares storyboards and scripts.
  • Demonstrate the ability to research and source material.
  • Experience in advising/consulting with U.S. Embassies and Consulates around the world and respond to inquiries and requests for assistance regarding video production.
  • Work closely with office staff to maintain and develop the technical capabilities of video production field and edit gear and studio (e.g. green screen shooting and lighting). Ensure industry standards are met while also meeting the unique challenges of reaching audiences in low-bandwidth areas.
  • Research and recommend purchase of a media asset management system. Comply with office standards of metadata tagging for distribution on digital platforms.
  • Leverage social media analytics to inform creative and content decisions in the production of new videos with an eye towards improving reach and engagement.
  • Organizes and manages all digital assets and usages for easy retrieval.
  • As directed, meets with outside vendors to obtain information and samples of new equipment and technologies relative to the unit's operations.
  • Recommends to supervisor when to purchase graphic equipment, products, and software.
  • Keeps records of time and materials expended on various work projects.
  • Performs related duties.
  • Position may be physically demanding. Producers are required to haul and set up camera, ground-support, audio, and lighting equipment as necessary for both studio and field production and to strike, pack, return and properly stow equipment after use.
  • Must be able to lift at least 50 lbs.
  • Assists with annual inventory and keeps government equipment clean and organized.

REQUIREMENTS/QUALIFICATIONS:

  • Must be a U.S. citizen with a valid U.S. passport and possess or obtain/maintain a minimum a SECRET clearance.
  • Artistic knowledge of video/animation concepts for both social media and websites, for internal and external publics.
  • Applies video production principles and practices to conceive, plan, and execute a variety of work assignments.
  • Experience implementing various digital media and production processes to resulting in the application of appropriate methods, themes, and subjects to fulfill the purpose of the product for the end user.
  • Ability to successfully utilize a variety of video and graphic systems and software, including Adobe Creative Cloud suite, Canva,
  • Final Cut Pro, After Effects, and Microsoft Office Suite.
  • Expertise in federal accessibility standards and best practices in making content accessible and engaging to wide variety of customers.
  • Expertise in branding principles and latest trends.
  • Familiarity with social media and digital tools.
  • Knowledge of methods and requirements for digital and video advertisements to ensure compatibility of the finished design with desired reproduction process.
  • Knowledge of print and digital graphic production and image editing.
  • Ability to develop original designs, concepts, and visual styles for promotional campaigns that resonate with a diverse audience and achieve desired call to action.
  • Must be a self-starter and able to complete all projects from inception to final production.
  • Strong writing and proofreading skills.
  • Ability to set timelines and adhere to deadlines while obtaining necessary input and approvals, and ability to supervise others in doing the same as needed.
  • Excellent communication and interpersonal skills required to work in a team setting and interact with other coworkers, supervisors, Department of State personnel, and other agencies.
  • Knowledge of current events, U.S. politics, geopolitics, economics, foreign policy, history and a nose for news a plus.
  • Public diplomacy experience is preferred.
  • Good independent work skills but also function as part of a team. Works with other offices and bureaus and outside contractors to ensure all aspects of a production, logistics and execution are seamless.
  • Professional training in film, video production or related field and 7+ years of full-time experience shooting and editing video.
  • An online portfolio of great work is required.

ADDITIONAL QUALIFYING FACTORS:

As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference and background check results. May be subject to a government security investigation and must meet eligibility requirements for access to classified information. Only US citizens are eligible for a security clearance. Must have or be eligible for security clearances. May require occasional travel.
