We are seeking a Senior Human Resources (HR) Staffing Specialist to support the Headquarters Human Resources Office (HQ HRO) for Naval Sea Systems Command (NAVSEA) Corporate Operations and Total Force (SEA 10) in meeting their mission requirements related to recruiting, hiring, and retaining their civilian workforce.

Specific duties include:

  • Conduct all manner of human resources operational duties such as collaborating with hiring managers to identify hiring requirements.
  • Perform leave accrual and compensation adjustments in accordance with pay scales, localities, etc. in accordance with the AcqDemo operational procedures.
  • Write position descriptions, collect vacancy announcements, review resumes, generate offers, and onboard new hires within required deadlines.
  • Input and manage data in USA Staffing and Defense Civilian Personnel Data System (DCPDS).
  • Adhere to HR office operations practices, policies, and high-level guidelines; provide recommendations for improvement.
  • Perform program monitoring, oversight, and evaluation activities to identify human capital trends that warrant intervention, evaluation, or wider NAVSEA implementation.
  • Respond to HR related data calls, as necessary.

Required Skills and Experience:

  • Ten or more years' experience in federal HR operations (such as staffing, classification, recruitment, or compensation).
  • Knowledge of federal HR rules, procedures, and operational experience to perform a wide variety of interrelated standard HR staffing.
  • Document, justify, validate, and present compensation and leave requirements, adjustments, and approvals in accordance with AcqDemo operational procedures.
  • Knowledge of HR database systems to query, retrieve, and analyze information to complete assignments.
  • Strong attention to detail and ability to work efficiently and possess strong time-management skills.
  • Self-starter, resourceful and accountable. Comfortable in a fast-paced environment with minimal supervision.
  • Able to interact with clients of all organizational levels.
  • Strong written and verbal communication skills.
  • Strong relationship development skills.
  • Strong critical thinking and problem-solving skills.

Requirements:

  • Experience in DOD staffing or DOD human resources offices
  • Familiar with OPM Staffing guidelines.
  • Bachelor's degree or 15 years work experience in lieu of degree
  • Secret clearance
  • Must be a U.S. citizen.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
