Position Overview

The Compliance Manager reports to the Director of Health Commodity Procurement Compliance and is responsible for helping to ensure that all project activities and transactions are carried out in a way that is consistent with USG rules and regulations. This includes, but is not limited to, guaranteeing that all procurement transactions and logistics activities are carried out in a way that is compliance with the FAR and other USG laws and policies; ensuring subcontractors and vendors are identified and their goods and services are procured in a transparent manner.

Roles and Responsibilities:

  • Offer guidance in development, implementation and management of supply chain and purchasing procedures for GHSC project implementation.
  • Assist Director with the development of internal compliance processes and tools.
  • Identify subcontractors and vendors and ensure transparency in the procurement of their goods and services.
  • Insure compliant purchasing and supply chain actions across the heath commodity spectrum to ensure that the quality of the commodities procured by the project meet recognized standards.
  • Maintain standards, documents, and processes which supply chain best practices and meeting Palladiums SOPs.
  • Contribute to supply chain planning and facilitate compliance related meetings and build contractual compliance, and internal standards awareness.
  • Test incoming requests for a demonstrated understanding of the need to identify gaps, training opportunities, new documentation and process improvements)
  • Participate in the development and implementation of systems that result in improved operational efficiency and reduced organizational risk.
  • Conduct routine checks on procurement documentation to enhance ongoing operational quality the system.
  • Analyze trends and collects statistics and submit quarterly reports on operational risks.
  • With the Communications Manager, communicate project activities and data to both internal and external audiences.
  • Verify corrective actions to the system and ensure that implementation of corrective tasks is completed.
  • Assist in training of staff on palladium best practices, policies and procedures and insure donor regulations are met and adhered to.
  • Monitor internal and external auditing processes and platforms
  • Coordinate information related to audits with the project leadership team and elevate any compliance risks or issues to management and HQ backstopping staff.
  • Remain informed of regulations and policies of Palladiums donors such as USAID, Global Fund and other relevant GHSC stakeholders.

Position Requirements:

  • Significant experience in compliance, risk management or a related field. Experience in project management or leading teams of technical professionals.
  • Experience with PEPFAR, and the Presidential Malaria Initiative. . Knowledge of the Global Fund, WHO and the World Bank HIV/AIDS programs preferred.
  • Experience working with supply chain and/or purchasing systems and/or projects.
  • Experience developing messages for various social media platforms.
  • Ability to present data and information in a compelling way to difference audiences.
  • Experience providing staff training and development preferred.
  • Excellent written and spoken English and ability to communicate across technical disciplines and non-technical audience required. Ability to speak and write French a plus.
