Job Description

Cape Fox subsidiary Kwaan Tech is seeking a Career Candidate Coach to join our team in Washington, DC in support of the US Agency for International Development (USAID).

Job Summary
The United States Agency for International Development (USAID) is the lead U.S. government agency responsible for providing economic development and humanitarian assistance abroad in support of U.S. foreign policy goals.  The Mission of the U.S. Agency for International Development is to accelerate human progress in developing countries by reducing poverty, advancing democracy, building market economies, promoting security, responding to crises, and improving quality of life.  Working with governments, institutions, and civil society, we assist individuals to build their own futures by mobilizing the full range of American’s public and private resources through our expert presence overseas.

The objective is to obtain senior level coaches counseling advisory services to USAID’s Foreign Service Officers (FSOs) for the on-going hiring of new FSOs as part of the Career Candidate Corp (C3) Initiative.  The Career Candidate Corps (C3) is a program to sustain the size of USAID’s Foreign Service workforce. The primary objective is to increase the size of USAID’s overseas presence, enhancing the Agency’s capability to effectively deliver U.S. foreign assistance. The C3 Program is intended to enable USAID to maintain a robust, highly qualified overseas workforce, especially in key technical areas. Career Candidates include Junior Officers (JOs) and a limited number of Mid-level Officers (MLs).  The program provides Career Candidates with an orientation to USAID, selected training courses on Agency operations, and any necessary language training, followed by a directed assignment overseas.  The primary intent is to increase the size of USAID’s overseas presence to enhance the Agency’s capacity to deliver U.S. foreign assistance. 


Essential Functions and Responsibilities
In order to prepare new FSOs to successfully launch their careers, coaching services by retired USAID FSOs are urgently needed to facilitate assimilation into USAID. 

Coaches will work with many divisions in the Office of Human Capital and Talent Management (HCTM), especially the Foreign Service Center, to assess and monitor efforts to prepare C3s Junior Officers (JOs) and Mid-Career Officers (MCOs) for their careers in USAID.

Specifically C3 Coaches will provide:

  • Provide professional development advice and guidance to new C3 Foreign Service Officers;
  • Assess and advise on individual’s skills and competencies, tenure requirements, and annual performance evaluations;
  • Assist new officers prepare and implement individual development plans (IDPs) to chart required training and professional development efforts to prepare for targeted levels of these new officers including classroom,  on-the-job training and rotations. 
  • When relevant, advise on transitioning overseas to gain additional on-the-job training;
  • Serve as Agency representative or advise Agency representatives, as needed, in recruitment, interviewing and evaluating potential officers;
  • Participate in training, brown bags, orientation and other sessions for new officers, supervisors and others as identified to help prepare new officers for a career with USAID;
  • Assist others in HCTM in providing overall policy/regulatory guidance and interpretation and resources for new officers, their supervisors and Agency personnel.

 

HCTM intends for career counselor and career coach positions to be term limited, generally between a minimum of three and a maximum of six years. This approach of term limited positions will help ensure that the cadre of career counselors and coaches is dynamic and continuously refreshed with recent Agency experience, to help ensure that counselors and coaches’ experience remains relevant to the FS cadre.

Qualifications and Requirements

  • Experience as a Foreign Service Officer supporting USAID
  • In depth knowledge of the full range of human resource management regulations, policies, systems, and procedures as related to the Foreign Service.
  • Demonstrated senior level expertise in the development and interpretation of human resource policies related to the Foreign Service.
  • Strong interpersonal and teamwork skills.
  • Strong analytical and assessment skills.
  • Common IT skills.


Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986.

Must be able to obtain and maintain USAID Facility Access.
